UPDATE: Kiev imposes anti-dumping duties on 2 types of Russian fertilizers

(Adds details paragraphs 1, 3, 4)

KIEV, May 19 (PRIME) -- Ukraine has introduced anti-dumping duties of 31.84% on imports of carbamide and urea ammonium nitrate from Russia, Ukraine’s top supplier of nitrogen fertilizers, and plans to cancel duties on nitrate fertilizer imports for all states except Russia, the Economic Development and Trade Ministry said in a statement on Friday.

The duties will come in force in a day after their publication in official gazette Uryadovy Kuryer, the ministry said.

“There is a dire need to diversify fertilizer supplies to Ukraine (from China, the Middle Eastern states, the U.S., and other countries) to ensure food security of the country,” the statement said. “

This is why the government approved a bill on May 18 that zeroes import duties on mineral fertilizers of the nitrogen group to Ukraine.”

The ministry said that the decision will prevent internal prices from rising.

Previously, Ukraine planned to introduce 4.19–31.83% anti-dumping duties on imports of all nitrogen fertilizers from Russia starting from February 28, but the Agriculture Ministry asked it to delay the decision until the sowing campaign has been over.

In 2014, Ukraine introduced 5-year 20.51–36.03% anti-dumping duties on Russian ammonia nitrate, and Russia is now challenging the decision within the World Trade Organization (WTO). After the ban, Ukrainian farmers started to use carbamide and urea ammonium nitrate exported by Russia.
